Separate design assembly is not registered correctly

description

Assume we have controls.dll and controls.design.dll in the same folder c:\temp, running
 
toolbox.exe /vs2008 /installdesktop C:\temp\controls.dll MyControls
 
does install the controls to toolbox, but the customized design assembly (controls.design.dll) is not registered at all.

After some investigation, this issue is caused by Visual Studio itself. Visual Studio tries to load the design time support assembly from GAC instead of the original directory.

So except calling toolbox.exe to register controls in Visual Studio, the assemblies should also be registered to GAC manually.
